My other guess is that the problem is the offsite linking. The rule wasn't designed for this but there are lots of actual "professionl" fans who want to use the site for advertising and then yank them OFFSITE to a place where it's 'pay to read the rest' or where the "clicks" will earn money/traffic/advertising. In the new actually professional (rather than Professionals) world the OTW does have to guard against people using us for that; people can do it and I would legally support their right to but the OTW is for nonprofit, noncommerical work only: no linking to kickstarters or patrones either.
