Someone in Abuse is interpreting policies correctly - in which case they need to improve their communication both at the notification as well as the TOS/FAQ levels. The form letter they sent did not give me enough info to figure out why Angel was in violation of the TOS. And they need to clarify the "citations and permissions" requirements for art as well as the "fanzine fic must link back to the site where it was originally posted". I could not find this spelled out in the FAQ.
And most importantly, they need to work with fans and not reach for deletion and permanent "strikes" as their first choice. A good policy allows for some flexibility while also persevering your ability to issue a single nuclear strike.
