I too thought AO3 was contacting authors before issuing "copyright" strikes. Something like "we believe you did not have permission to upload this fic/did not write this fic, please prove it by X date or else we will issue a strike and remove it."
But maybe they're too busy and overwhelmed.
I am hoping they will have time to look at the info offered before their deadline: [ONE WEEK]. I also contacted the editors of Angel and they are standing ready to offer proof that Angel is (a)fan fiction (b) has always been fan fiction and (c) was written by Thomas/Katharine.
