Does fandom have a word or a phrase for people (fans, journalists...) deliberately asking about fanworks/showing fanworks to the actors and other TPTB. Examples: making the actors read fanfic out-loud, showing them fanart in public and observing their reactions, asking actors in front of an audience about slash, sending/giving actors/TPTB fanworks privately, putting actors/TPTB into positions where they are forced to make a statement about fanworks...

This is not necessarily outing, because it is not always tied to a specific fanwork. Ex: someone asking an actor about slash or mpreg or RPF.

I've never heard of one, but there needs to be something.

Surely there's some German or Yiddish word/phrase that would represent them well? Yutz? Schande?

Serious

Korean - Nunchi
The innate ability that lets you sense what would be the wrong thing to say in a situation (and presumably the ability to then not say it). It goes beyond tact, or simple manners. It's the ability to read your audience and instinctively know, as soon as you see them; "Here are people who will not enjoy my knotted mpreg anecdote."

Less Serious
Fawlty Towers - they always mention The War

Asswipes?

Oh wait, you meant this specific type of asswipe. I dunno. I think there haven't been enough incidents of the journalist-version to get a term attached to them yet...probably one will pop up after a few more incidents of this occur. For fans...I guess people just lump it in with other general not-widely-approved-of fan behavior towards actors/producers.

Hm, not a fannish term afaik, but "nudnik" would fit nicely. I have to point out, however, that there's a difference between people clobbering TPTB, actors etc over the head with other people's fanworks - "hey, look, someone drew a pic of you with a tentacle dick!" - usually in a loud & public setting for enhanced impact (like interviews or q&a panels), and those who clandestinely hand over their own artwork or even a zine to have it decorated with an autograph (remember the Nimoy, Shatner autograph on the K/S zine? Also, Gene Roddenberry used to receive copies of fanworks!) We also have to look at the specific fandom - some TPTB actively encourage fanart - I remember Bryan Fuller and several of the main cast of Hannibal discussing, even praising fanart, including slash, in front of the camera. Bryan is known for retweeting stuff. Even the direct copyright holder, Martha De Laurentiis, tweeted how happy she was about receiving an erotic Hannigram art book. A big exception in this world, I know.
So, I'd just say let's look at individual cases, not condemn everyone who openly brings up the topic. Especially if it's not done for laughs or provocation.
