 This may be a book or a short story. It dates back to the 1970s. It is an alternate universe where West Europe was colonized by the East and a young girl starts a non-violent protest moment for civil  rights. Like the Mothers of the Plaza de Mayo she stands in silent protest - but on one one leg (like a crane). Possibly "The White Crane"?

Sounds like "White Lotus" by John Hersey. Though in that book, China has enslaved North Americans and the entire book is a substitution allegory? for the African-American experience. But the girl starting a civil rights movement by standing on one leg in a crane pose is definitely in it.
